Tarihi perspektifte \u0130mparatorluklar \u015fehirleri fethederek yerel halk\u0131n merkeze ba\u011fl\u0131l\u0131\u011f\u0131n\u0131n s\u00fcrd\u00fcr\u00fclmesi i\u00e7in imar ve in\u015fa faaliyetlerinde bulunduklar\u0131 malum. Stratejik konumdaki b\u00f6lgelerin merkezile\u015ftirilerek yerel ihtiya\u00e7lar\u0131n tek elden kar\u015f\u0131lanmas\u0131n\u0131n maliyeti, zamanla yetkilerin yerel otoritelere devri ile giderilmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Ulus devletlerin ortaya \u00e7\u0131kmas\u0131 ile de geli\u015fmi\u015f ve geri kalm\u0131\u015f ayr\u0131m\u0131 devletler i\u00e7in kullan\u0131lagelmi\u015ftir. B\u00f6ylece geli\u015fmi\u015f devletler geli\u015fimlerinin devaml\u0131l\u0131\u011f\u0131n\u0131 sa\u011flamak ve bir tak\u0131m hegemonik yap\u0131lar\u0131n\u0131 s\u00fcrd\u00fcrebilmek i\u00e7in geri kalm\u0131\u015f devletlere kalk\u0131nma yard\u0131mlar\u0131 sunma giri\u015fimleri d\u00fczenin devaml\u0131l\u0131\u011f\u0131 i\u00e7in gerekli g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Kazan-kazan politikas\u0131 olarak da her iki taraf i\u00e7in olumlu yanlar\u0131n oldu\u011funu savunan bu yakla\u015f\u0131m, g\u00fcn\u00fcm\u00fczde k\u00fcresel ve b\u00f6lgesel akt\u00f6rlerin etkin kulland\u0131\u011f\u0131 politikalar aras\u0131nda. \u00c7in\u2019in \u2018Tek Ku\u015fak ve Tek Yol Giri\u015fimi\u2019, Amerika Birle\u015fik Devletleri\u2019nin \u2018Yeniden Daha \u0130yi Bir D\u00fcnya \u0130n\u015fa Et\u2019 ve Avrupa Birli\u011fi\u2019nin \u2018K\u00fcresel Ge\u00e7it Yolu\u2019 projeleri bunlara \u00f6rnek olarak verilebilir.<\/p>\n<p>\u00c7in \u00f6zellikle Orta Asya b\u00f6lgesindeki altyap\u0131 projelerinde \u00fclkelerin ortak kalk\u0131nma planlar\u0131 \u00e7er\u00e7evesinde hareket etmesinin zeminini haz\u0131rlama gayretindedir. Bu durumun getirdi\u011fi g\u00fcvenlik riskleri Ku\u015fak Yol Giri\u015fimi\u2019nin zay\u0131f yan\u0131n\u0131 olu\u015fturmaktad\u0131r. Afrika k\u0131tas\u0131ndaki yerel altyap\u0131-liman projelerinden hareketle \u00c7in\u2019in \u2018bor\u00e7 tuza\u011f\u0131 diplomasisi\u2019 kayg\u0131yla kar\u015f\u0131lanmaktad\u0131r.<\/p>\n<p>Amerika Birle\u015fik Devletleri\u2019nin \u2018Yeniden Daha \u0130yi Bir D\u00fcnya \u0130n\u015fa Et\u2019 (Build Back Better World-B3W) giri\u015fimi, ABD Ba\u015fkan\u0131 Joe Biden\u2019\u0131n G7 zirvesinde yapm\u0131\u015f oldu\u011fu konu\u015fmada dile getirilmi\u015ftir. B\u00f6ylece geri kalm\u0131\u015f ve geli\u015fme yolunda olan ekonomilerin kalk\u0131nmas\u0131nda \u2018de\u011fer odakl\u0131, y\u00fcksek standartl\u0131 ve \u015feffaf\u2019 bir ortakl\u0131k kurmay\u0131 G7 \u00fclkelerinin finansmanl\u0131\u011f\u0131nda sa\u011flamay\u0131 planlamaktad\u0131rlar. Bu yakla\u015f\u0131m Trump d\u00f6neminde alevlenen ABD-\u00c7in ticaret sava\u015f\u0131n\u0131n bir yans\u0131mas\u0131 ve devam\u0131 niteli\u011finde kabul edilecek \u015fekilde k\u00fcresel akt\u00f6rlerin kalk\u0131nma yard\u0131mlar\u0131 ile etki alanlar\u0131n\u0131 geni\u015fletme gayreti olarak da de\u011ferlendirilmektedir. Nitekim devletlerin korumac\u0131l\u0131k anlay\u0131\u015f\u0131nda ya\u015fanan y\u00fckseli\u015fler kar\u015f\u0131l\u0131kl\u0131 olarak ticaret engellerinin yayg\u0131nla\u015fmas\u0131n\u0131 da beraberinde getirmektedir. Benzer \u015fekilde Avrupa Birli\u011fi taraf\u0131ndan geli\u015ftirilen \u2018K\u00fcresel Ge\u00e7it Yolu\u2019 projesi de kalk\u0131nma yard\u0131mlar\u0131n\u0131n iyile\u015ftirilmesini ama\u00e7lamaktad\u0131r. Bunun ekonomik anlamda d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc ise 2019 y\u0131l\u0131nda kabul edilen Avrupa Ye\u015fil Mutabakat\u0131 ile hayata ge\u00e7irmek istedikleri g\u00f6r\u00fclmektedir. K\u00fcresel Ge\u00e7it Yolu Avrupa Birli\u011fi taraf\u0131ndan geli\u015ftirilen kalk\u0131nma odakl\u0131 giri\u015fimdir.<\/p>\n<p>Ye\u015fil Mutabakat kapsam\u0131nda \u00f6n\u00fcm\u00fczdeki 30 y\u0131ll\u0131k s\u00fcre\u00e7te \u00fcretim ve t\u00fcketim zincirlerinin karbondan ar\u0131nd\u0131r\u0131lmas\u0131 hedefi bu giri\u015fimin temel dayanak noktalar\u0131ndan birini olu\u015fturmaktad\u0131r. K\u0131ta a\u00e7\u0131s\u0131ndan karbon n\u00f6tr olma hedefi Avrupa\u2019y\u0131 di\u011fer co\u011frafyalara g\u00f6re \u00f6nc\u00fc bir konuma yerle\u015ftirmektedir. \u00dcretim ve t\u00fcketim s\u00fcre\u00e7lerinde \u00e7evreye zarar vermeyen kaynaklar\u0131n kullan\u0131m\u0131 asl\u0131nda hem ekonomik anlamda hem de normatif anlamda yeni bir d\u00f6n\u00fc\u015f\u00fcm\u00fcn habercisi. Avrupa Birli\u011fi bu d\u00f6n\u00fc\u015f\u00fcm\u00fc koordine edebilirse yeni ekonomik sistemde liderli\u011fi ku\u015fkusuz elinde bulunduracak. Birlik \u00fcyeleri aras\u0131nda enerji kaynaklar\u0131nda yenilenebilir sistemlerin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 i\u00e7in yerel mevzuatlarda uyumla\u015ft\u0131rma \u00e7al\u0131\u015fmalar\u0131 uzunca bir s\u00fcredir politika yap\u0131c\u0131lar\u0131n g\u00fcndeminde. Avrupa merkezli planlanan bu d\u00f6n\u00fc\u015f\u00fcm asl\u0131nda \u00fcretim ve tedarik zincirlerinin de karbondan ar\u0131nd\u0131r\u0131lmas\u0131n\u0131 arzulamakta. Ayr\u0131ca yeni d\u00fczenlemelere uymayan \u00fclkelere de s\u0131n\u0131rda karbon vergileri getirerek bir nevi ticaret engeli olu\u015fturmaktad\u0131r.<\/p>\n<p>So\u011fuk Sava\u015f d\u00f6neminde uluslararas\u0131 sistemde g\u00f6rece d\u00fczenli bir yap\u0131 var olmu\u015ftur. Ancak Sovyetlerin da\u011f\u0131lmas\u0131yla birlikte ortaya \u00e7\u0131kan tek kutuplu sistemde neoliberal kapitalist yakla\u015f\u0131m, ekonomi performanslar\u0131 iyile\u015fen \u00fclkelerin sistemde y\u00fckselen g\u00fc\u00e7ler konumuna gelmesine zemin haz\u0131rlam\u0131\u015ft\u0131r. Avrupa k\u0131tas\u0131 yak\u0131n ge\u00e7mi\u015f tecr\u00fcbelerine dayanarak birlik halinde hareket etmeyi tercih etmi\u015ftir. Asya\u2019da ise enerji, i\u015f g\u00fcc\u00fc, d\u00fc\u015f\u00fck \u00fccret ve inovatif rekabet gibi avantajlar ile Rusya, \u00c7in, Hindistan ve Japonya\u2019n\u0131n uluslararas\u0131 d\u00fczende s\u00f6z sahibi olmak istediklerini g\u00f6rmekteyiz. So\u011fuk Sava\u015f d\u00f6nemindeki do\u011fu-bat\u0131 bloklar\u0131 ile tarafs\u0131zlar\u0131n olu\u015fturdu\u011fu d\u00fczen kendi i\u00e7inde belirli dinamiklere dayanarak ortalama bir insan hayat\u0131n\u0131 yar\u0131s\u0131 kadar s\u00fcre devam etmi\u015ftir. Ancak 90\u2019lardan sonra ya\u015fanan ekonomik, teknolojik geli\u015fmeler her alanda de\u011fi\u015fimi beraberinde getirmi\u015ftir. Asya merkezli bakt\u0131\u011f\u0131m\u0131zda bu s\u00fcre\u00e7te ekonomik potansiyeli ile politik a\u00e7\u0131dan da d\u00fcnya g\u00fcndemine alternatif s\u00f6ylem geli\u015ftirme in\u015fas\u0131 i\u00e7erisinde olan \u00c7in\u2019in yeni d\u00fczen i\u00e7in haz\u0131rl\u0131k yapt\u0131\u011f\u0131n\u0131 s\u00f6ylemek m\u00fcmk\u00fcn. Bu noktada tarihsel referanslarla kalk\u0131nma yard\u0131mlar\u0131 ve ikili i\u015fbirliklerinin geli\u015ftirilmesi projeleri k\u00fcresel \u00f6l\u00e7ekte rekabeti de beraberinde getirmektedir. Nitekim \u00c7in\u2019in \u2018Tek Ku\u015fak ve Tek Yol Giri\u015fimi\u2019, ABD\u2019nin \u2018Yeniden Daha \u0130yi Bir D\u00fcnya \u0130n\u015fa Et\u2019, AB\u2019nin \u2018K\u00fcresel Ge\u00e7it Yolu\u2019 ve T\u00fcrkiye\u2019nin \u2018Yeniden Asya\u2019 yakla\u015f\u0131mlar\u0131 akt\u00f6rlerin vizyonlar\u0131n\u0131 ortaya koymaktad\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019nin her ne kadar b\u00f6lgesel akt\u00f6r olarak de\u011ferlendirmesi yap\u0131lsa da tarihsel perspektiften bak\u0131ld\u0131\u011f\u0131nda do\u011fu-bat\u0131 aras\u0131ndaki ticaretin sa\u011flanmas\u0131ndaki altyap\u0131sal deste\u011fin ve do\u011fudan bat\u0131ya kesintisiz ticaret yolunun g\u00fcvenli\u011fi, i\u015flerli\u011fi ve s\u00fcrd\u00fcr\u00fclebilirli\u011finin k\u00f6kenleri \u0130pek Yolu olarak adland\u0131r\u0131lan bu hatt\u0131n kurgulanmas\u0131ndan var olmas\u0131na kadar do\u011frudan ba\u011flant\u0131l\u0131d\u0131r. Dolay\u0131s\u0131yla \u2018Yeniden Asya\u2019 yakla\u015f\u0131m\u0131 T\u00fcrkiye i\u00e7in k\u00fcresel rekabette akt\u00f6rl\u00fc\u011f\u00fcn\u00fc g\u00fc\u00e7l\u00fc k\u0131lan unsurlar aras\u0131ndad\u0131r. T\u00fcrklerin b\u00f6lgede asli unsur oldu\u011fu unutulmamal\u0131d\u0131r. B\u00f6lgesel anlamda uyumla\u015ft\u0131r\u0131lm\u0131\u015f politikalar\u0131n geli\u015ftirilmesi ve i\u015fbirli\u011fi mekanizmalar\u0131n\u0131n art\u0131r\u0131lmas\u0131yla ortak hareket edilebilirli\u011fin zeminini haz\u0131rlamak m\u00fcmk\u00fcnd\u00fcr.<\/p>\n<p>Nitekim 21 Mart 2023 tarihinde T\u00fcrkiye Cumhurba\u015fkan\u0131 Recep Tayyip Erdo\u011fan ile Irak Ba\u015fbakan\u0131 Sudani\u2019nin Ankara\u2019daki g\u00f6r\u00fc\u015fmelerinde g\u00fcvenlik ve su konular\u0131n\u0131n haricinde ilk defa T\u00fcrkiye\u2019yi Basra K\u00f6rfezi\u2019ne ba\u011flayacak olan demir ve kara yollar\u0131n\u0131n in\u015faat\u0131 \u00fczerinde durulmu\u015f, bu anlamda \u2018Ankara Bildiri\u2019 kabul edilmi\u015ftir (TCCB, 2023). \u2018Kalk\u0131nma Yolu\u2019 olarak adland\u0131r\u0131lan bu g\u00fczergah\u0131n ticaretin artmas\u0131yla b\u00f6lgesel anlamda kalk\u0131nman\u0131n sa\u011flanaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fclmektedir. T\u00fcrkiye a\u00e7\u0131s\u0131ndan bu proje b\u00f6lgesel anlamda i\u015fbirli\u011fi mekanizmalar\u0131n\u0131n da geli\u015ftirilmesine bir vesile olacakt\u0131r. Ayr\u0131ca S\u00fcvey\u015f Kanal\u0131na k\u0131yasla daha k\u0131sa bir rotan\u0131n T\u00fcrkiye \u00fczerinde ge\u00e7ecek olmas\u0131 Karadeniz, Akdeniz ve Ege limanlar\u0131n\u0131n kapasitelerini de art\u0131racakt\u0131r (M\u00fc\u015ftak, 2023). Halihaz\u0131rda planlanan lojistik merkezlerin mega altyap\u0131sal projelerle limanlara olan ba\u011flant\u0131lar\u0131n\u0131n sa\u011flanmas\u0131na y\u00f6nelik giri\u015fimler \u00f6n\u00fcm\u00fczdeki s\u00fcre\u00e7te g\u00fcndemimizde olaca\u011f\u0131n\u0131 g\u00f6stermektedir. T\u00fcrkiye, Azerbaycan, Kazakistan, \u00d6zbekistan ve K\u0131rg\u0131zistan\u2019\u0131n \u00fcyesi oldu\u011fu T\u00fcrk Yat\u0131r\u0131m Fonu\u2019nun 500 milyon dolarl\u0131k sermayesi ile yat\u0131r\u0131mc\u0131lara kredi deste\u011fi sa\u011flayarak mikro \u00f6l\u00e7ekten ba\u015flayarak makro d\u00fczeyde ekonomik b\u00fct\u00fcnle\u015fmeyi sa\u011flama g\u00fcndemine sahip oldu\u011fu s\u00f6ylenebilir. Bu sayede \u00e7ok kat\u0131l\u0131ml\u0131 bir mekanizma ile \u00fclkeler aras\u0131ndaki kalk\u0131nma politikalar\u0131n\u0131n m\u00fc\u015fterek bir \u015fekilde uyumla\u015ft\u0131r\u0131lmas\u0131n\u0131n da zemini haz\u0131rlanacakt\u0131r.
